【主任的話】

引領企業、挑戰創新、攜手產官學、轉動台灣新價值


早在台灣尚處經濟發展初期,承前輩的英明睿智,於民國五十一年由中美兩國合作,在國立政治大學設立「公共行政及企業管理教育中心」(簡稱「公企中心」),開國內教育界之先河,以高階公務人員與企業經營主管為對象,提供專業的在職進修課程。

五十餘年來,在歷任校長與主任的領導下,全校老師與行政人員攜手同心,孜孜不倦,公企中心伴隨數以萬計的各界菁英成長,共同見證台灣的經濟奇蹟。

因應近年的網路發展,公企中心更於九十一年開辦網路課程,採用最先進的 e-learning 網路教學,讓學習不受時空限制。同時,公企中心也全新規劃硬體設施,配置最先進的會議與教學設備,建構E化學習環境。

公企中心不僅是知識傳播的平台,也是大學與產業的橋樑。公企中心對於台灣產業與政府,期創造更大的社經正面影響力。當前臺灣經濟發展由代工為主或停留在產品獲利思維,進一步升級為「服務、體驗」經濟,甚至是「轉型」經濟的獲利模式與脈絡時, 需要以系統化方法地推動「產業價值創造和產業轉型」,為高階企業主管和政府官員「賦能」,以利產業轉型,創造重大的改變。政大擁有以人文社會科學與國際觀為主軸的「軟實力」系所之學術資源,適合推動台灣產業升級,成為關鍵推手的一環。

公企中心有優良的教學傳統,理論與實務兼具,秉持「人文、科技、創新、國際」的理念,以學習者為中心,建構良師益友的優質環境,同步增進學業與智識,提升人文素質。公企中心未來將更緊密結合學術及產業界,引進國際化、精緻化之高階課程,並擴大與產官學合作以利價值創造產業轉型。

【歷史沿革】


民國四十九年七月間,美國密西根大學公共行政研究所前主任黎德爾博士(Dr. John W. Lederle),受美國政府之託,與我國政府之邀請,來華考察公共行政及企業管理教育實況。 經與我國政府首長、大學校長、教授、工商鉅子暨各界有關人士研商,並作實際考察,認為我國政府機關暨企業機構,對於公共行政及企業管理,既決心配合政治革新與經濟發展, 積極謀求改進,即應先從培育人才、充實設備、改善教學等方面著手。復以研究公共行政及培育行政管理人才,為政治大學之傳統任務,且無論就所設院系、師資、課程、典藏圖書、校友關係, 以及未來之發展,政治大學為唯一可與公共行政及企業管理教育,作適當配合之機構,乃建議於本校設立「公共行政及企業管理教育中心」。

翌年七月,美國政府復派密西根大學公共行政教授葛偉廉博士(Dr. William R. Gable)及企業管理教授毛詹姆(Prof. James Mao)來華,作更進一步之考察與瞭解。 經中美雙方會商結果,決定先成立本中心辦理在職訓練,為政府機關及企業機構訓練有關公共行政及企業管理之在職人員;同時進行辦理公共行政及企業管理之大學本科及研究所教育。

本大學為籌設此一推行我國公共行政及企業管理教育之中心機構,曾由前校長劉季洪博士於民國五十年十月十七日召開籌備委員會議,策劃進行事宜。五十一年初,我國政府以教育部為代表, 美國政府以國際合作總署為代表,與密西根大學正式簽訂合約,由中美合作在本校正式成立「公共行政及企業管理教育中心」,以五十一年一月四日為成立日期,並訂定其主要工作目標如次。




【職掌組織】


我國管理教育雖已步入新里程,然而本中心所負之使命,則仍任重道遠。為期擴大效果,並使本中心更能完成所負之時代使命,乃適時修訂本中心組織簡則,依客觀需要,隨時增訂本中心之職掌,目前職掌為:

  1. 關於公共行政及企業管理教育之協調與建議事項。
  2. 關於公共行政及企業管理教材、參考書籍與定期刊物等之編譯出版事項。
  3. 關於公共行政及企業管理問題之研究事項。
  4. 關於政府機關與公私營企業機構有關公共行政及企業管理在職人員訓練之舉辦或協助事項。
  5. 關於政府機關、大專院校及工商界研究諮詢服務之提供事項。
  6. 關於公共行政及企業管理書籍、資料之蒐集、典藏與展覽事項。
  7. 與國內外公共行政及企業管理學術研究機構聯繫,共謀管理科學之進步。
  8. 其他有關符合社會需要之教育訓練事項。

在組織方面,本中心設設諮詢委員會,置委員七至十五人,由校長就校內外學者專家聘任之,並指定其中一人為召集人。

本中心置主任一人,由校長聘任之,綜理本中心各項事務,必要時得置副主任一人以為協助。主任之下置秘書一至二人,承中心主任之命,辦理日常事務。 分設研究諮詢組、在職訓練組、語言訓練組、總務組、及圖書資料組,各置組長一人,主辦各該單位有關事務。

【About Us】


History

The Center for Public and Business Administration Education (CPBAE) at National Chengchi University (NCCU) was established in 1962 with the signing of an agreement between the Ministry of Education and the International Co-Operation Administration of the United States. The role of the CPBAE, and its adjunct organization, the Center for Civil Service Education (CCSE), an institute of NCCU, is to provide training for management personnel in government institutions and public and private enterprises. The Center manifests itself as a for-profit ‘social enterprise.’ The curriculums are designed to serve as the backdrop of new and diverse ways of excelling performance in the knowledge-based economy. The center is therefore actively organizing autonomous and flexible programs and there is an emphasis on continuity between programs so that students may engage in life-long learning. The design of the curriculum also allows students to have a chance to become a member of the university community. The center also engages active and positive interactions with Mainland China, and conducts international academic exchange and collaboration to enhance its global service capabilities and to broaden the learning perspectives of its students. Meanwhile, the center is not only a platform for the dissemination of knowledge, but also a bridge integrating a variety of resources from universities and industries to engender high value socio-economic impacts. The center established “the Grand Value/Grand Industry” initiative since 2015. For instance, the center had successful debut for "The GM Program for Hospitality and Tourism" in January and "The Future Leader Program for Grand Health" in May. The center will continue to design the internationally emergent and value-oriented advanced programs to help the related industries to create values and conduct transformations.

Organization

The current director of the Center is Dr. Soe-Tsyr (Daphne) Yuan, a professor of Information Management. The Center consists of Research and Consultation Section, In-Service Training Section, Language Training Section, General Affairs Section, and Library Resource Section. An advisory committee, composed of academic/industrial thought leaders in the field, is organized to provide some guidance and promote our extension programs.

The Center mainly offers training courses to high- and mid- level public/private personnel and assists government agencies and enterprises in developing human resource. And to help the industry to transform, the center also offers GM Programs and value-based consulting service.

Services

The Center offers a variety of rental services as well as life-long learning courses.

  • The Grand Value/Grand Industry project: To help Taiwan further upgrade to "high value" economy, the center expects to play the key driver to promote Taiwan's industry to transform and innovate by offering value-based consulting and introducing refined and internationalized executive programs to government officials and industrial elites systematically.
  • General Education Programs: Courses include both credit and non-credit courses in finance management; sales management; human resources management; commercial accounting; financial planning; financial investment; international trade; finance law; public relations; advertising management; China affairs; economy and trade between Taiwan and Mainland China; administrative law; administration management; library and archive management; child education; civil and commercial law; real estate appraisal, management and marketing of telecommunications; and marketing management. Certain credits earned at the Center are accepted in NCCU graduate-level programs, which therefore shortens the time students would otherwise be required to spend in graduate school.
  • Training Courses for Government Institutions and Public and Private Enterprises: Courses include training for promotion for government personnel; orientation programs for new-entry government staff; a graduate-level program of law for New Taipei City Government personnel; training in marketing for CARSTAR Group, and electronic commerce for SENAO International Company.
  • Language Courses: Language courses are offered to government personnel, personnel from private and public enterprises, and the public. Courses are offered in English, Japanese, French, German, Spanish, Korean, Russian, Arabic, Thai, Vietnamese, and Turkish. The Center also offers courses for specific groups of learners such as for those participating in the graduate-level program in Teaching English as a Foreign Language and the English Program for High-Ranking Government Personnel. Lower-cost English and Japanese courses are also available for residents of the local community.
  • Courses on China Affairs: Courses include graduate-level courses in China affairs on the Chinese economy and the social and legal system; in management for the e-generation of high-level managers of Taiwan and Mainland China; and in finance in Taiwan and Mainland China. The Center also offers management courses on Mainland China on a non-regular basis for Taiwanese businessmen working in China.
  • Facility Rental Services: Classrooms and meeting rooms at the Center are equipped with high-speed broadband internet connections. A variety of rooms, all equipped with the latest audio and visual technology, are available for rental for academic activities such as lectures, workshops, and conferences. The international conference center also carries interpretation facilities. Accommodation at the residence hall, ‘The Shan Nan Residence,’ is also available.
